You need to have access to the root user's email address for this. The procedure is here https://docs.aws.amazon.com/IAM/latest/UserGuide/reset-root-password.html
If you don't have access to the root account email address then see the section I don't have access to the email for my AWS account of https://docs.aws.amazon.com/IAM/latest/UserGuide/troubleshooting_root-user.html

As mentioned, it will not let me reset my password. There is a message that says that the password reset is disabled for this account.
Direct message for root user sign in is actually this
"Authentication failed" "Signing in with the root user is disabled for your account. You need to re-enable this feature. If you're not an internal Amazon user, contact AWS Support" I am an internal Amazon user, nobody in AWS has been able to help.
I have tried the password reset route, this is the message for that "Password recovery failed" "Password recovery is disabled for your AWS account. Please contact your administrator for further assistance."
