The bill itself can be downloaded by signing in to each AWS account and following the steps below, so you can download the bill for each AWS account.

You can get data for account level usage using the Cost and Usage Report. (https://docs.aws.amazon.com/cur/latest/userguide/what-is-cur.html) The data can be queried with Athena. Some post-processing of the data may be needed in order to allocate common charges (like the Enterprise Support Fees) across all the accounts.
