Here is the link to purchase AWS Support Plan. Login to your AWS account and in same browser, open this link and click on "Select a support plan", this would take you to purchase page, which would look like something as below:
From here, choose the appropriate support plan based on your requirements and sign up.

It's ideal to use your Root Account to sign up for Support plan using the link # https://aws.amazon.com/premiumsupport/pricing/ If you prefer to use IAM Account, then ensure this account has necessary permissions in order to purchase the support plan. You can use AWS managed policies and attach them to your IAM user account. https://docs.aws.amazon.com/awssupport/latest/user/security-support-plans.html#full-access-support-plans

Thank you. Each time that I try to buy the support plan, I see You don't have the GetSupportPlan permission to view your current AWS Support plan. To request this permission or update your IAM policy, contact your AWS administrator. Learn more But I am the administrator.
Yes, that's expected. Either you can do it through root user or else, user/role with which you are logged in, must have permissions listed here in this AWS Documentation. If you don't have root access, then make sure your IAM user/role does have the listed permissions. Feel free to comment here, if you have additional questions.
