Can you still use static routing for site-to-site VPN? I don't see the option on the Create customer gateway page.

You can use Static routing, the option is not under create CGW, its at the below location:
VPC --> Virtual Private Network (VPN) --> Site-to-Site connections --> Create VPN Connection
