Route53 geolocation policy blocking my website from India

I am creating a website for one of my clients. My client wants to use Route53 geolocation service so his website can be accessed only from India. But after all the configuration it is not working from the source IP block 103.191.164.0/24. The IP belongs to India. I have checked it on APNIC. The website is opening from all other Indian IPs. My website name is skillszilla.in.net

Also, hope you do not have a vpn or any proxy server intercepting requests from the device you are using.
