Error Loading Security Group Prefix List

Hi, can anyone help me with this error? I tried to edit security group and edit on IP. On the bottom of the list, it said Error Loading Security Group Prefix List. What caused that error? And how I can solve it?

Is your IAM policy locked down so it doesn't allow necessary PrefixList actions as described here? - https://docs.aws.amazon.com/service-authorization/latest/reference/list_amazonec2.html

    I don't think I'm locking any IAM Policy. Because this happen on 2 users with Administration Role. So how I can check if my IAM Policy is locked down or not?
