In the end the root of the problem was with using AccelerationConfiguration in AWS region where it is not supported

Hello,
Because the IAM entity with AdministratorAccess action is failing, we need account information that is non-public information to determine the root cause of issue. To troubleshoot this issue and identify the root cause, please open a support case with AWS using the following link
