Unable to set bucket accelerate configuration - Administrator Access

When trying to deploy stack using Cloudformation, I am getting error:
API s3:setBucketAccelerateConfiguration Access Denied

I have AdministratorAccess policy added to my IAM user.
As you can see I am creating the bucket, therefore I am an owner.
Why is there a problem with permissions? I have deployed same stack in different account (also using AdministratorAccess in that account) and there was no problem.

Hello,
Because the IAM entity with AdministratorAccess action is failing, we need account information that is non-public information to determine the root cause of issue. To troubleshoot this issue and identify the root cause, please open a support case with AWS using the following link
