Unable to set bucket accelerate configuration - Administrator Access

Question

When trying to deploy stack using Cloudformation, I am getting error: 
```
API s3:setBucketAccelerateConfiguration Access Denied
```

I have `AdministratorAccess` policy added to my IAM user. 
As you can see I am creating the bucket, therefore I am an owner.

Why is there a problem with permissions? I have deployed same stack in different account (also using `AdministratorAccess` in that account) and there was no problem.

In the end the root of the problem was with using AccelerationConfiguration in AWS region where it is not supported

Because the IAM entity with AdministratorAccess action is failing, we need account information that is non-public information to determine the root cause of issue.
