As stated in the following document, your domain may be in use by CloudFront hosted in another AWS account.
If the domain is being used by an AWS account that you do not control, you will need to contact AWS Support.

If this domain was successfully connected to another app and then deleted within the last hour, try again after at least one hour has passed. If you still see this exception after 6 hours, contact Support. For more information, see Creating a support case in the AWS Support User Guide.
You can use the "list-conflicting-aliases" command to see the AWS accounts and distribution IDs that are using your domain, masked.
