as per my knowledge, BGP community, AS_PRPE and Local pref needs to be setup on router. In hosted connection, we don't have control on router as it is being managed by hosted provider. Can you explain little more how we can achieve active passive on hosted connection ?
Whether you use Dedicated connection or you use Hosted connection through a partner you will need to configure a Virtual Interface (Private/Transit, Public VIF) so a VIF is nothing but a a logical sub-interface off of the physical DX and you configure one BGP session per VIF and within that BGP configurations all the standard BGP attributed are honored such as AS-Path prepend, Local pref etc.
