I am signed in as root user. Every attempt to subscribe to any AWS Marketplace product fails. The Claude Platform on AWS sign-up produces: "AWS account registration is incomplete or revoked. You do not have the required permissions."
What I have verified:
- Root user — full permissions. Not an IAM issue.
- Payment method: confirmed and verified successfully.
- Marketplace service-linked role: created without errors.
- Account status: Active. No Organizations or SCPs.
CloudTrail shows multiple CreateAgreementRequest calls to agreement-marketplace.amazonaws.com, all returning AccessDenied. The requests originate from the AWS console sign-up flow (source: AWS Internal).
Support experience:
- Opened a live chat support case with full CloudTrail evidence provided upfront
- Support agent reviewed the case, confirmed the issue is with Marketplace agreements, said they would transfer to the Marketplace team — then disconnected from the chat
- 45+ minutes and no Marketplace specialist has joined, case appears stuck mid-transfer
Question:
Why would a root account with verified payment and active status receive AccessDenied on every CreateAgreementRequest to agreement-marketplace.amazonaws.com? Is there a known new-account waiting period for Marketplace agreement creation? How can this be resolved without waiting for a transfer that never completes?
What I need:
- Someone from AWS Marketplace to pull the failed CreateAgreementRequest events and identify the root cause
- Remove any account-level Marketplace purchasing restriction
- Subscribe manually to the Claude Platform on AWS product to confirm the fix
