I don't have the "Data management and security" panel when creating a table in Lake Formation (trying to create a Governed table)

Governed Tables Row Level Transactions was a feature that was announced at Re:Invent 2021. However, the service has decided to prioritize building features for other transactional table types like Apache Iceberg, Apache Hudi and Linux Foundation Delta Lake than to invest in Governed Tables. To prevent customers from spending time on trying or developing on a feature that will not be invested in, we have taken steps to discourage use of Governed Tables.
