Why can't I log in to AWS Skill builder with the same email account as my AWS Console?

Hi,

I paid for skillbuilder through the AWS Console. That's where I'm charged. Now, I want to cancel, but the SAME EMAIL that I use to get charges cannot login to the Skill Builder. How is this possible? I am being charged for a service I can't access.
