I apologize, but there seems to be a misunderstanding in your situation. When you set IMDSv1 to deactivated (by checking the "Disable IMDSv1" box) in Elastic Beanstalk, it actually triggers the use of launch templates instead of launch configurations.

When you disable IMDSv1, Elastic Beanstalk is designed to create an environment with a launch template or update an existing environment from launch configurations to launch templates. This is because disabling IMDSv1 requires using Amazon EC2 launch templates.

If your environment is still trying to use launch configurations and failing, there could be a few reasons for this:

  1. Permissions: Ensure that your user policy has the necessary permissions to use launch templates. If your policy lacks these permissions, environment creation or updates might fail.

  2. Transition period: AWS is phasing out launch configurations in favor of launch templates. Starting October 1, 2024, new accounts will only be able to create environments using launch templates. Existing accounts will also need to use launch templates for new environments in regions where they don't already have an environment.

  3. Configuration issue: Double-check your configuration settings to ensure that the "Disable IMDSv1" option is correctly set.

To resolve this issue, you should:

  1. Verify that your user policy includes the required permissions for using launch templates.
  2. Check the CloudFormation stack template for your environment to confirm whether it's using launch templates or launch configurations.
  3. If the issue persists, you may need to contact AWS support for further assistance, as once an environment is set to use launch templates, it should not revert to launch configurations.

Remember, the transition to launch templates is part of AWS's effort to improve security and functionality in Elastic Beanstalk environments.
