Why can't I transfer a .guitars TLD to Route 53?

According to https://docs.aws.amazon.com/Route53/latest/DeveloperGuide/registrar-tld-list.html, the TLD .guitars may be registered with Amazon Route 53. However, ".guitars" does not appear in the dropdown at https://us-east-1.console.aws.amazon.com/route53/home?#DomainTransfer:

Was support withdrawn? If so, why?

It was described in this document.
It appears that new registrations are no longer possible.

You can no longer use Route 53 to register new .guitars domains or transfer .guitars domains to Route 53. We'll continue to support .guitars domains that are already registered with Route 53.
