You should validate your use against the quotas for the service. Specifically the following quota limiting outbound email on a per user basis.

I'm sorry to hear you're experiencing problems with sending mails. I checked your account and there was a reach out about suspected violation of WorkMails terms of service. This case was auto resolved after not receiving any response from your. end. This also means that the limits applied for this still apply. You should still see the case on your personal health dashboard. If its still within the right time window, you can reopen the case. If that is not possible I suggest reaching out to support about the case to restart the process to address the concerns that raised the initial case.

I have checked that the number of sent emails has not exceeded the limit, why can't I send them?
