Unexpected billing for todo workshop

Hello,

I am currently learning about serverless and started following a workshop that teaches how to create a todo app. While following the instructions, I tried to create a Cloud9 environment with the provided settings, but it failed to create, and I was charged $1.

I checked my administrator user, but there was no billing. I also checked the root user, but there was no billing there either. However, the $1 charge was detected from my wallet.

Could you please help me understand how to get my money back and how to check my billing history for any transaction that might not be showing up?
