Hello.
I have experienced a similar error in the past, but was able to resolve it by contacting AWS Support via "Account and billing".
So please contact AWS support.
"Account and billing" inquiries are free of charge.

By the way, there have been reports that the issue was resolved after starting the EC2 instance for a few minutes, so please try this as well.

I appreciate your reply, but the reason I posted here because the AWS Generative AI response about my AWS support ticket regarding the matter said "the issue is beyond our scope on the Billing and Accounts team" and continued to say that I should post here for more information.
