When accessing an object from the console, I can't find the object. & Ask about QoS

Get object, list object, etc. with s3 api works well. But when approached from the console, there was a problem that the object could not be found. I think it's an encoding problem.. Is there any limit?

this error occurs. Is there a maximum number of times per second that can be accessed per account, per ip, or per bucket?
