The delay you are experiencing is expected behavior. Although the disconnect timeout is configured for one minute, Amazon WorkSpaces Application fleets do not immediately recycle capacity upon user disconnection. When a session ends, the associated resources are released; however, the fleet requires additional time to provision and initialize a new session for the next user. This provisioning cycle typically takes 15–20 minutes, rather than the one minute specified in the timeout setting, as a fresh application instance must be created. At present, there is no mechanism to guarantee the reuse of capacity within a one‑minute window.
