Elastic IP locked because of reverse DNS, how to release?

I am trying to release an Elastic IP, however I get: "3.121.10.163: The address with allocation id [eipalloc-08c887cead7bec5a8] cannot be released because it is locked to your account. Please contact AWS Support to unlock it."

I think this is caused by a reverse DNS entry created by AWS, which must be released. I don't have a support contract, so I do not see anyway to contact support other than posting here.

Also, I moved to another region, which required a change of IP address. How can I get a new reverse DNS assigned?

Answering my own question: there is a special AWS support form for requesting reverse DNS changes. The form is associated with removing restrictions on sending email. See:
