I think it is better to contact AWS Support team stating the below and they will be able to resolve it

- API Usage: Downloading product data to update our catalog
- Error Message: [Include any error messages received]
- Steps Taken: Confirmed issue resolves with a new IP address
[Your Full Name] [Your Email Address] [Your Affiliate ID or PA-API Access Key]
