Can't Access AWS Code Artifact in Free Tier Account

I am using a free tier account with sufficient credits. When I try to use code artifact I get this screen.

I have already provided phone no, card info while creating the account. Even if I l click on "Complete your AWS registration page" I am redirected to aws console again.

Please help.

AWS CodeArtifact is included in the AWS Free Tier; however, access requires a fully activated AWS account with completed registration and the appropriate IAM permissions. If the account setup is incomplete, for example, pending verification or lacking the necessary IAM configuration, attempts to access CodeArtifact will redirect you back to the AWS Management Console rather than granting service access.
