I have created aws account in 2021 but didn't provide payments details like credit card. Also didn't use the aws account. If I provide payments details now do, I am eligible for free tier services?

I didn't use my aws account created in 2021. It was in dormant state. Even didn't provide payments details. My question is that do i am eligible for aws free tier services if i provide payments details now?
