This is definitely possible as mentioned in the documentation

This VPN documentation will guide you step-by-step on how to configure site-to-site VPN.

A DB instance in a VPC accessed by a private network

If your DB instance isn't publicly accessible, you have the following options for accessing it from a private network:

  • An AWS Site-to-Site VPN connection. For more information, see What is AWS Site-to-Site VPN?
  • An AWS Direct Connect connection. For more information, see What is AWS Direct Connect?

The following diagram shows a scenario with an AWS Site-to-Site VPN connection.

Hi thank you for asking,

As additional of above answer, I would to give some option if you want to connect into your db private from your local computer not from data center. you can consider using client-vpn (https://aws.amazon.com/blogs/database/accessing-an-amazon-rds-instance-remotely-using-aws-client-vpn/) and software-based vpn from our makerplace: https://aws.amazon.com/marketplace/search/results?searchTerms=openvpn.

If you think this answer is helpful, please help accept this answer, thank you :).
