How to de-activate Amazon Relational Database Service Backup Storage?

My account shows that Amazon Relational Database Service Backup Storage is active and thus I will incur billing. When I attempt to go to this service (to de-activate it) via the AWS Management Console, I'm sent to AWS Database Migration Service ... and I see no way to access the active service much less de-activate it. How do I get to the Backup Storage service and de-activate it? Thank you.

To eliminate backup storage charges, automatic and manual snapshots of RDS must be deleted.
