To use the ses:CreateDeliverabilityTestReport API do you need to pay for the AWS Pinpoint Deliverability dashboard ($1,250 / month)? I'm just trying to figure out the pricing on ses:CreateDeliverabilityTestReport if not.

Yes you would need to have the deliverability dashboard enabled. My recommendation would be to use virtual deliverability manager in SES https://docs.aws.amazon.com/ses/latest/dg/vdm.html
