AWS Cost customized budget creation

Hi, I was about to create a custom budget report for ec2 usage, my issue is with budget scope under customized budget, i am not able to get any dropdown filters when i try to select a specific cost dimension, i tried all of them, no drop downs are loading when i select any dimension under dimension dropdown. I'm curious, do you have permission to see the data? If you go to Cost Explorer, can you see the data there?
