AWS欧洲南部区域硬件问题，EC2停止使用。是否可以继续新增机器？

我收到通知，说eu-south-1区域底层硬件性能下降，ec2要被停止使用。请问如果继续新增eu-south-1区域的机器，是否还会受到底层硬件性能下降的影响
