Try launching an EC2 instance. A couple of minutes later you'll receive an email similar to "You recently requested an AWS service that required additional validation. Your request has now been validated for AWS US East (Ohio) Region(s). If you're still experiencing difficulty, then contact us through the Support Center: (please click here)"
After this, you can create a CloudFront distribution

To resolve this issue, you can follow these steps:
- Create a new Service Limit Increase Case.
- For "Limit Type", choose "CloudFront Distributions".
- Leave "Distribution Id" empty.
- For "Limit", choose "Web Distributions per Account".
- Wait for a few hours until your request is approved.
