MWAA environment wouldn’t update at all.

MWAA woudn't update totally! after updating requrements.txt file. It remains on update state for hours then eventually fails to update. My webserver access is set to public, I have verified the environment, but it doesn't work!

I've fixed it by downgrading the python libraries versions.
