If you have no services running then there is nothing that you can be charged for.
You can check for EC2 instances in all other regions by using EC2 Global View https://console.aws.amazon.com/ec2globalview/home
Consider using AWS Cost Explorer to find out what is accruing charges in your account https://aws.amazon.com/aws-cost-management/aws-cost-explorer/
AWS Cost Management can also give you a view on this https://console.aws.amazon.com/cost-management/home#/dashboard
