As far as the billing is concerned, it appears that a Web ACL has been created for global resources.
Web ACLs can be removed using the methods described in the following document.
Change the region to "Global" when selecting the Web ACL.

Thanks you so much for your helping. I have already deleted all ACLs under "Global(CloudFront)" before. Is there delay of stoping that? I noticed that the current balance still increase after I deleted those ACL, but stopped now.
Are there any rules for CloudFront left in "Rule groups"?
