S3 exported snapshot data cannot be restored to build a new DB cluster. Please check aurora export snapshot limits from here https://docs.aws.amazon.com/AmazonRDS/latest/AuroraUserGuide/aurora-export-snapshot.html#aurora-export-snapshot.Limits
