This can happen for newly created accounts.
Apart from above email, I d encourage you to contact aws support, so they can unblock the account.

Along with options suggested here, please take a look at this thread: https://repost.aws/questions/QUwnXvvsQyRzut3QE3ct3qOg/account-is-currently-blocked-when-trying-to-create-ec2-instance. You should be able to isolate this pretty quickly.
