You need to get a support plan: https://aws.amazon.com/premiumsupport/plans/ at least the developer one to be able to create a ticket using this URL: https://us-east-1.console.aws.amazon.com/support/home?region=us-east-1#/
- If all you need is a service limit increase, you can do so from this URL: https://us-east-1.console.aws.amazon.com/support/home?region=us-east-1&skipRegion=true#/case/create?issueType=service-limit-increase
- If you are trying to report a security incident, you can try this: https://aws.amazon.com/premiumsupport/knowledge-center/potential-account-compromise/
- If your lost access to your AWS account, you can do this: https://aws.amazon.com/premiumsupport/knowledge-center/sign-in-account/
- if your are trying to report a vulnerability, you can use this: https://pages.awscloud.com/GLOBAL_GC_vulnerability-reporting_2021127_7014z000000rnU1.html

Hello - Adding to the above answer would like to add - once you are in a support plan - you also get access to Account Managers and Technical Account Managers and they can guide you in your journey through AWS.
