Cloudformation times out with internal 500 error

I'm creating 1 launch template, 6 autoscaling groups, and 6 target groups through 1 cloud formation template. When I create these resources, everything works fine when they are unique, all resources are created. It takes about a minute to finish creating all resources. However, when I assign 1 target group to two auto-scaling groups, cloud formation times out after like 10 - 15 minutes, and it doesn't even finish creating auto-scaling groups either. Is this expected? My workaround has been to create all auto-scaling and target groups and then associate them individually. Has anyone else experienced this?
