Unable to connect to Lightsail instance; now it's stuck "Stopping"

Lightsail instance is unavailable via web or ssh.
It's been operational for over a year, with no recent changes.
Tried to stop it, then restart it, but it's stuck on "stopping" for 10+ minutes.
How to get it to stop so that i can take a snapshot and recreate the instance?
