The issue you're experiencing is likely due to the fact that Amazon SES SMTP endpoints are not not currently available in the ap-southeast-3 (Jakarta) region. Amazon SES is only available in specific AWS regions, and unfortunately, SMTP endpoints in Jakarta are not available at this time. However, APi Endpoints for SES are available still in Jakarta ap-southeast-3.

To resolve this issue, you have a few options:

Switch back to using the ap-southeast-2 (Sydney) region for your Amazon SES configuration. This was your previous setup and should work as it did before.

Choose another supported region that's geographically close to your target audience. For example, you might consider using ap-southeast-1 (Singapore) if it's closer to your users than Sydney.

If you must use resources in the Jakarta region for other services, you can still use Amazon SES in a different region. Your application can be in Jakarta, but it can send requests to the SES endpoint in another region like Sydney or Singapore.
When configuring your SMTP settings (such as in Zoho Mail), make sure to use the correct SMTP endpoint for the region you choose. For example:
- For Sydney (ap-southeast-2): email-smtp.ap-southeast-2.amazonaws.com
- For Singapore (ap-southeast-1): email-smtp.ap-southeast-1.amazonaws.com
Remember that your SMTP credentials are region-specific. If you decide to use a different region, you'll need to generate new SMTP credentials for that region.
Lastly, always ensure that you're using the correct port numbers (usually 587 for TLS or 465 for SSL) and that you have the proper authentication set up with your SMTP username and password.
If you continue to experience issues after making these changes, you may want to test your connection to the SMTP server using command-line tools to isolate any potential network or configuration problems.

The posted solution here still applies, but it's incorrect to say Amazon Simple Email Service (SES) isn't in the Jakarta region at all. Specifically the SMTP endpoint feature of SES is not currently available in Jakarta. You can see the SMTP Endpoints section of the documentation for regions where it is available.
Agree.. APi Endpoints are available just not the SMTP Endpoints
