Create DBLINK Between Oracle on-prem and Oracle RDS

Is it possible and advisable to create a DBLINK between 2 DB instances, one outside of RDS (EC2 or On-prem) and one in RDS?

Yes, you can. You can use database link to transfer data pump files from EC2/On-prem to RDS Oracle. See details here: http://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/Oracle.Procedural.Importing.html
