Try checking the RDS breakdown using Cost Explorer by filtering as below.
Dimension: Usage type
Service: RDS

That is correct, you can upgrade your instance to a supported version.

I think you can check the application rate of Reserved Instances by following the steps described in the document below. https://repost.aws/knowledge-center/ec2-ri-utilization-coverage-cost-explorer
