I understand your frustration with trying to remove the bank card after migrating your AWS account to a new organization. Unfortunately, even when an account is part of an organization where the management account handles payments, AWS still requires each individual account to maintain at least one valid payment method on file.
This requirement exists as a safeguard to ensure continuity of service and billing in case the account is ever removed from the organization or if there are any issues with the organization's payment method. It's a standard practice across AWS accounts, regardless of their organizational status.
While you can't completely remove the last payment method, you do have a couple of options:

You can keep the current bank card on file. As long as your account is part of the organization and in good standing, this card should not be charged.

You could potentially replace the bank card with a different payment method if you prefer not to keep that specific card associated with the account.
If you're concerned about potential charges to the card, rest assured that as long as your account is properly linked to the organization and the organization's payment method is valid, your individual card should not be charged.
If you continue to have concerns or if you believe there's an error in how your account is recognizing its organizational status, it would be best to contact AWS Support directly. They can review your specific account setup and provide tailored guidance or assistance if needed.
