Occasionally, demand for certain instance types can be so high that AWS does not have sufficient capacity at the moment you request it. I tried launching the p4d.24xlarge in both Ohio and Virginia regions at the time of writing this answer and I faced the Insufficient Capacity exception too, across different AZs.
You might have to consider purchasing Reserved Instances if you want the greatest likelihood that the specific instance type will be available to you in your preferred AZ whenever you request it.
