Hello.
How long has your AWS account been in existence since it was created?
There is a free tier quota of 750 hours per month for the first 12 months of your AWS account.
In other words, the monthly cost listed there is the monthly cost if the free tier is lost.
You can use the free tier if your AWS account was created within the first 12 months.
Also note that the free tier does not apply unless the specified instance type is used, as described in the following document.

Agreed with Riku, AWS pricing page doesn't include free tier in it when you calculate RDS cost, but what you mentioned in second paragraph and https://aws.amazon.com/rds/free/?nc1=h_ls are same and you won't be charged if your usage is within this limit.
