From an AWS perspective, servers hosted in other cloud vendors are external and are therefore exactly like on-premises servers.
The instructions for using SSM for on-premises servers are here: https://docs.aws.amazon.com/prescriptive-guidance/latest/patch-management-hybrid-cloud/design-on-premises.html - they apply equally to servers in other cloud environments.
You might also find IAM Roles Anywhere useful.
