Two accounts are being shown as both enrolled in one view and not enrolled in another. Why?

I have 3 accounts in a "Privileged" OU: ExternalDevelopment, Production, and Shared. All were made with the Account Factory.
In the CT Account view, ExternalDevelopment and Production show as enrolled, and Shared doesn't. In the CT OU view, all three accounts show as Not Enrolled. Screenshot
Any explanation?

Hello
In CT the existing accounts doesnt automatically enrolle the accounts, Those accounts must meet requirements for th CT, Please check the link https://aws.amazon.com/blogs/architecture/field-notes-enroll-existing-aws-accounts-into-aws-control-tower/
