Lambda function creation permission Denied , in Dashboard

Question

Hi ,   
             I have  given   a user every single permsision over peroid of  72 hours    tried with cli  ,  user  , tried with   dashboard , tried different regiions , tried over  7 different users ,   13 different roles , CAN NOT CREATE A LAMBDA  function , for my SES   receive email.     Now  amazon thinks I am a hacker and keeps asking me to change all my password,    I followed    official kinds

Hello.

Have you changed the passwords of your AWS account, including the root user?

If you are unable to create Lambda etc. by changing the password of the root user, I recommend that you open a case with AWS Support under "Account and billing", as the problem may not be resolved by the user.
