How can I pay through a chargable credit card or through my non-EU bank?

I only have the option of paying with a chargable card or through my bank account but it's written that it needs to be from EU and I'm not sure it's part of the EU

The payment option in your screenshot is for a direct bank charge that only works in Europe. It doesn't involve any kind of card but only a European bank account.

There should be a credit card payment option in your AWS account, and you should be able to use major credit cards there. I suggest you read the instructions:
