Our company provides internet, and some customers have problems when trying to enter some Amazon services or other services that use Amazon servers, sometimes the error "403 forbidden" appears and when doing a traceroute it does not reach the destination
As an ISP, I would direct you to https://aws.amazon.com/peering/.
Interconnection Support
In the event you are having a connectivity issue to Amazon we have both a v4 and v6 tool which will check the connectivity from you to all of our global regions. If you are still experiencing issues please contact peering-to@amazon.com and include as much details as possible.
I hope this helps... I know you have posted several times trying to resolve your issue.

Can you provide some specifics on what is being blocked and how you know that it is being blocked?
