S3 SlowDown error when not close to limit

I am getting the following message when issuing PUTs to an S3 bucket:

<Error><Code>SlowDown</Code><Message>Please reduce your request rate.</Message>

I have looked at the request metrics for access to that bucket and it does not seem anywhere near the limits for an S3 bucket prefix. Could there be another reason for this error message?
