Can't activate my Billing and cost management console.

Hi everyone I'm new in AWS as starting steps of my learning I want to activate my Billing and cost management console which takes up to 24 hours to activate but now it's been more than 2 days and I'm still having the issue to activate the Billing and cost management console. Please can somebody help me with this issue. I will be very thankful to him for this act of kindness, thank you.
